TERMS OF PARTICIPATION

Announcement of the competition for participation in Sail Tallinn 2021 sailing training

 

On the basis of § 6 subsection 1, subsection 2 point 14 and § 11 subsection 2 point 3 of Regulation No. 21 of the Tallinn City Council of November 26, 2020 "Statute of the Tallinn Culture and Sports Authority" and due to the goal of promoting marine activities for the youth of Tallinn and providing developing leisure opportunities.

1. To announce a competition for participation in Sail Tallinn 2021 sailing training under the following conditions:

1.1 Purpose 1.1.1 The purpose of the competition is to offer young people aged 15–26 (also) the opportunity to participate in the international sailing training regatta Sail Tallinn in 2021 (hereinafter the regatta).

1.2 Conditions for applying for sailing lessons

1.2.1 It is possible to participate in the regatta:

1.2.1.1 on the first stage starting from July 7 or 9 - July 16, 2021 on the route Gdynia (Poland) - Tallinn (Estonia);

1.2.1.2 in the second stage July 18 - 23, 2021 Tallinn (Estonia) - Klaipeda (Lithuania).

1.2.2 Young people aged between 15 and 26 (also) at the time of the competition (June 30 - July 31, 2021) can apply for sailing lessons.

1.2.3 Young people, whose address of residence is the city of Tallinn according to the population register, can apply to participate in sailing lessons under favorable conditions by paying a personal participation fee of 200 euros. The co-payment ensures the participant a sailing training place on the ship for one stage of the regatta, a coronavirus test that meets the requirements if necessary, transportation to the starting or ending port of the selected stage, meals and an overnight stay on the ship. In addition to the co-payment, the participant of sailing lessons must take out travel insurance and pay for it. Travel insurance must cover high-risk activities (offshore sailing) and provide insurance coverage for COVID19.

1.2.4 A young person, whose residential address according to the population register is not the city of Tallinn, can participate in sailing lessons on the condition that he bears all costs related to participation in sailing lessons himself. The indicative price for participation in the sailing training stage depends on the selected ship and stage. 1.2.5 Applicants for sailing lessons must fill out a form on the website tallshipstallinn.ee with the following information: 1.2.5.1 first and last name; 1.2.5.2 personal code; 1.2.5.3 address of registered residence; 1.2.5.4 contact information: e-mail, telephone number; 1.2.5.5 stage preference (two choices); 1.2.5.6 in the case of a minor, the parent's consent for the child's participation in sailing lessons (digitally signed); 1.2.5.7 information about allergies, food intolerance, etc.; 1.2.5.8 confirmation that his state of health allows him to participate in sailing lessons in full 2 1.2.5.9 information about vaccination against the COVID-19 disease (yes or no). 1.2.5.10 information about suffering from the COVID-19 disease (coronavirus has been passed and by July 7, 2021, no more than six months have passed since the positive test result) (yes or no) 1.2.6 When applying for sailing lessons, the young person gives his consent to the publication of the article with his name and photo in Tallinn In the marketing and communication channels of the Agency for Culture and Sports (hereinafter the Agency) (website, press releases, media and social media channels, advertising campaign materials, etc.). 1.2.7 The sailing lesson participant shares with the agency a summary and visual materials (photos, video, etc.) of his sailing learning experience and transfers to the agency all copyrights of the shared visual materials, including the right to reuse, process and frame photos and videos. 1.2.8 Applications can be submitted until June 27, 2021 or until the places are filled. 1.2.9 Candidates will be informed about the results of the competition and will be sent payment information for the personal participation fee and a personal information sheet to be filled out (information required for the organizing team and the ship about the participant, his emergency first contact and travel documents) by e-mail within ten working days after the end of the competition. The Board has the right to require additional documents from the participant of the sailing course. 1.2.10 The names of participants in sailing lessons will be published on the tallshipstallinn.ee website. 1.2.11 An additional round of the competition will be announced if there are free places or if additional places are created. 1.3 Referral to and participation in sailing lessons 1.3.1 The Board undertakes to find a place for a participant in sailing lessons on board a sailing ship participating in the regatta, arrange for the young person to be transported to the starting or ending port and, if necessary, a coronavirus test that meets the requirements. The participant of the sailing course undertakes to pay the deductible and travel insurance. 1.3.2 You may not participate in sailing lessons with symptoms of illness (cough, runny nose, fever, etc.). 1.3.3 If the participant withdraws from participating in the regatta less than 14 calendar days before the start of the regatta without a good reason (a doctor's confirmation that the person's state of health does not allow participation), the personal participation fee will not be returned to him. 1.3.4 A person selected for sailing training may withdraw from participating in the regatta without a good reason if he finds another person in his place who wants to participate and meets the conditions set out in these regulations, by notifying the office of this at least 14 calendar days before the start of the regatta. Reimbursement of the deductible for those who give up sailing lessons is done by mutual agreement between the parties. 1.3.5 In the event that a sailing training participant behaves in a disrespectful manner during the sailing training, violates the ship's rules or refuses to participate in the regatta without finding a replacement, the board has the right to partially or fully recover the training cost of the sailing training from the recipient of the sailing training grant. The amount to be refunded is calculated according to the costs incurred by the agency for the participant's sailing training. 1.3.6 The Board is not responsible for damages that have occurred in the event of the regatta not taking place if it is caused by force majeure, i.e. a circumstance over which the sailing training participants have no control and which was not foreseen and could not be foreseen (VÕS § 103) . Various restrictions imposed to prevent the spread of the COVID-19 disease are also treated as force majeure. 2. The order shall be published on the agency's website. 3. It is possible to submit a complaint about the directive through the Tallinn Culture and Sports Board or a complaint to the Tallinn Administrative Court (Pärnu mnt 7, Tallinn 15082) within 30 days from the announcement of the directive.
